Fate Fabric are Reagents found within the underworld that mostly are used in Incantations, including the Alchemy Incantation to create 
Shadow.

Fate Fabric can be found:
- As a reward for clearing Fates task
- Bought from the
Wretched Broker for 60 
Bones - From Arachne, by selecting her Onyx Dress boon
